After centuries of cultural, institutional, economic, and social racism, a culture and a society does not just change a law or do any one thing, and all of a sudden, everyone's actions and attitudes change. Racial bias is baked into the foundations of this culture from the very beginning. It's ingrained in our collective psyche.
